Why Do China's Big Three Operators Treat Hong Kong Numbers as Scam Calls?

It has been 29 years since Hong Kong returned to the motherland, but they still treat Hong Kong numbers as scam calls and intercept them directly. Imagine if you couldn't even make a call to your family, how would you feel?
