The Evolution of Drinking Culture Within the System: From 'Drinking Till You're Unconscious' to 'Not Daring to Drink at Noon'
Do you still remember 15 years ago when the drinking culture within the system was all about 'drinking till you're unconscious'? In some district and county-level units, as well as towns, people would start drinking at noon, go home to sleep after getting drunk, and then continue drinking in the evening. This wasn't just the case for bureau chiefs, but also for section-level officials and even clerks from powerful departments.
When a county bureau chief went to a company for a research visit, you wouldn't be able to leave at noon, and the company would definitely treat you to a meal, to the point where some officials would recharge 50 yuan at the beginning of the year at the canteen and still have it left over by the end of the year. This drinking culture not only wasted the time of public servants but also affected their work efficiency.
However, since the Central Eight Provisions began to strictly regulate eating and drinking, and until 2025 when the Eight Provisions education campaign was launched again, after more than a decade of strict regulation, the style of officials has improved significantly. Just looking at the aspect of drinking, 99.9% of officials at noon will absolutely not drink. In the morning, when going to a company for a research visit, they will hurry back after 11 am, afraid that if they return late, the canteen will have no food left.
Companies are also very aware of the situation now, and they will just treat you to a courtesy meal, and if you don't stay, they won't force you to. This change not only reflects the evolution of the drinking culture within the system but also reflects the expectations and requirements of the entire society towards public servants.
